Mailchimp remains the easiest on-ramp for a first-time user, and Brevo is worth a look for budget-conscious or EU-based teams since it prices by send volume rather than contact count.

Why did my email marketing bill go up even though my list didn't grow much?

Most platforms in this category (Mailchimp, ActiveCampaign, Klaviyo) price by total contact or profile count, which can include unsubscribed or bounced contacts depending on the vendor and when your account was created — ActiveCampaign, for instance, now bills new accounts on total contacts including unsubscribed/bounced ones. For basic campaigns, yes, at least partly — its Marketing add-on (€/$8.99/month) covers campaigns, email marketing, and audience management, and it's a good bundled option if you're already running your business on Response365 and don't want another subscription. But it's a much thinner feature set than dedicated platforms like Klaviyo or ActiveCampaign, which are entire businesses built around deliverability infrastructure, advanced segmentation, and behavioral automation. If email marketing is a serious growth channel for you, a dedicated platform is still the better choice.
